		<description>Agile is built on a pair of premises:  
*  We don&#039;t know everything - especially how things are going to change; and
*  We can make some changes as we go along and get rid of things that don&#039;t work and add to things that are working.

The problem with government works on directly opposing ideas:
*  It knows everything and can define what is needed for everyone; and
*  That no metrics for success/failure be tracked or acted acted upon.

As long as the Democrats aren&#039;t willing to a) define the problem they&#039;re solving, b) put metrics on how they&#039;re going to track it, and c) allow the programs to be held accountable, this is going to be a catastrophic failure.  Actually, check that... it won&#039;t be a &quot;failure&quot;.  If you&#039;re unwilling to define success, there&#039;s no way you can fail.

It&#039;s like when I worked at Border Patrol... more captures in a year showed better enforcement while less captures in a year showed better deterrent.</description>
